The problem is that he is claiming responsibility for somebody else. And that is not the only problem.
Times of India reports:
A youth was arrested in New Delhi on Wednesday for allegedly sending an e-mail to a Hindi daily posing as the Students Islamic Movement of India chief in Madhya Pradesh besides claiming responsibility for the Mumbai serial blasts, a senior police official said.
Ninteen-year-old Sumit Tamrakar, a resident of Chola area in New Delhi, was arrested within 48 hours of sending an e-mail to the newspaper’s suggestion box on July 16 in which he identified himself as SIMI’s state chief, Inspector General of police Sanjeev Singh said in New Delhi.

Times of India seems to have mis-reported. Sumit Tamrakar, a XII passout, lives in Risaldar Colony Bhopal caught in Bhopal.
Three emails about such claims were made all from MP. Second was an eleven-year-old boy from Katni near Jabalpur who had coined the fictitious name Lashkar-e-Haq. Third also from Bhopal.
Just for fun or excited by television coverage pranksters are doing it. Many think it’s a fun and don’t have idea that email could be traced to the sender.
Oh I see !
I think this is just the fall-out of ‘All Muslims are not terrorists but all terrorist are Muslims’ thing.
